It definitely looks like they're browsing, but doing so as fast as they can. I can just imagine the blurred figure on the left dashing into the store to escape the cold. Good use of color with the red on the women matching the red on the signs. And it may be reaching, but the position of the women almost matches the pedestrian crossing sign in the background.
